At that time, the World Wide Web Consortium (W3C) was focusing on XHTML 2.0. However, a group including Mozilla and Opera released a position paper in June 2004. They argued for technologies that remained backward-compatible with existing browsers. After a workshop vote, the Web Hypertext Application Technology Working Group (WHATWG) was formed. This consortium included major vendors like Apple, Google, Mozilla, and Microsoft. Ian Hickson from Google and David Hyatt from Apple produced the first public working draft on 22 January 2008.

A significant moment in web history involved the transition away from Adobe Flash. While both HTML5 and Flash can play audio and video, they function very differently. This meant they released specific, static versions like HTML 5.1 or HTML 5.2. In contrast, the WHATWG promoted a "living standard." A living standard is never truly finished; it is constantly being updated with new features. This split created a "fragile" relationship characterized by "squabbling" over technical details. For example, the two groups sometimes disagreed on how certain elements should be defined. However, on 28 May 2019, the W3C ceded authority over HTML and the DOM to the WHATWG. This move resolved the conflict, making the HTML Living Standard the single authoritative version.

Today, HTML5's legacy lives on through the HTML Living Standard. The W3C retired the formal HTML5 recommendation on 27 March 2018. They also retired older versions like HTML 4.0 and XHTML 1.1. The transition to a living standard ensures that the web can evolve without the need for constant, massive version changes. This system allows for the continuous addition of new features while ensuring that existing functionality is not removed. It connects the entire ecosystem of web development into one moving, growing system.
