Simon went to the University of Chicago for college. He earned his B.A. in 1936 and his Ph.D. in 1943. He spent most of his career at Carnegie Mellon University. He worked there from 1949 until 2001.

In a perfect world, a person could do this flawlessly. However, Simon noted that real-world knowledge is always limited. People manage these limits by isolating a few important variables. They create a closed system to make the problem manageable. This allows them to reach approximately the best possible result.

Simon also explored how individuals act within large groups. He noted that organizational decisions differ from personal decisions. A person in a company makes choices for the organization's goals. This requires a sense of loyalty and identification. Loyalty is the process where an individual adopts organizational objectives as their own. Another key element is authority. In an organization, authority is the right of a higher-ranking person to guide others. This creates a structure where subordinates expect to obey their superiors.

Simon's academic journey began in Milwaukee, Wisconsin. He was born there on June 15, 1916. His father was an electrical engineer and an inventor. His mother was an accomplished pianist. Simon attended the University of Chicago for his higher education. He earned a B.A. in 1936 and a Ph.D. in 1943. He studied political science and economics under many famous mentors.
