Florence has experienced many different political stages and types of rule. It began as a Roman military colony in 59 BC. The settlement was built like an army camp along the Via Cassia. Later, it became a "commune," which is a type of city-state. The city saw many periods of conflict between different rulers. It experienced rule by the Ostrogoths and the Byzantines. During these wars, the population fell to only 1,000 people. Eventually, it became part of the March of Tuscany under Charlemagne. In the 16th century, it officially became a monarchy.
