Before entering high-level politics, he worked for the Mozambique Ports and Railways Authority. He served as the executive director of its northern division, CFM-Norte, starting in 1995.
His rise to national power began in the cabinet of President Armando Guebuza. Nyusi served as the Minister of Defense from 2008 to 2014. This period followed a major disaster at the Malhazine armory in Maputo. That explosion killed over 100 people and destroyed 14,000 homes. In 2014, the FRELIMO Central Committee selected him as their presidential candidate. He won the election by defeating Luisa Diogo in a second round of voting. He received 68% of the vote in that decisive round.
Nyusi won a second term in the 2019 presidential election. He received 73% of the total vote. However, this election faced heavy criticism from international observers. The European Union and the Commonwealth Observer Group reported instances of fraud and intimidation. They also noted the murders of opposition leaders and election observers during this time. While the National Election Commission stated the elections were fair, others pointed to significant irregularities. Some opposition members claimed there were hundreds of thousands of "ghost voters" in the system.
His presidency faced serious economic and social challenges. Between 2015 and 2018, the number of multidimensionally poor people in Mozambique increased. The population of poor people rose from 21.3 million to approximately 22.2 million. Many young people also struggled with unemployment. Furthermore, Nyusi faced legal allegations regarding "hidden debts." These were illegal loans totaling $2.2 billion taken by state-owned companies between 2013 and 2014. Court documents in New York and London alleged that Nyusi received bribes totaling millions of dollars. These debts caused a major economic crisis and a collapse in the local currency.
Conflict also shaped his time in office. Fighting escalated in the central and northern regions of Mozambique. In 2016, Nyusi took a historic step toward peace by meeting with RENAMO leader Afonso Dhlakama. This was the first time a sitting president traveled to a RENAMO stronghold in Gorongosa. Their negotiations led to the Maputo Accord for Peace and National Reconciliation in August 2019. This agreement supported a process called disarmament, demobilization, and reintegration, or DDR. So far, 2,307 people have benefited from this DDR process to rejoin society.
On the global stage, Nyusi engaged with many world leaders. He met with Indian Prime Minister Narendra Modi in 2016.
