However, there is a rule that at least 1,500 citizens must vote in favor for the change to pass. This ensures that low voter turnout does not accidentally change the law. These systems show how direct participation can be integrated into modern government. Even if it is difficult to gather every citizen of a large state into one room, these tools allow for significant public influence.
