He was born on October 5, 1829, in Fairfield, Vermont. His father, William Arthur, was a minister from Ireland. His mother, Malvina Stone, was from Vermont. The family moved many times while Arthur was young.

Eventually, they settled in Schenectady, New York. Arthur grew up as one of nine children. He was a student who enjoyed debating. He later went to Union College to study.

After college, Arthur became a lawyer in New York City. He worked very hard to help people get justice. One time, he helped a Black woman named Elizabeth Jennings Graham. She had been removed from a streetcar because of her race. Arthur won her case in court. This helped make streetcars in New York City more fair for everyone.

He also worked on a case regarding slavery in New York. Arthur became very involved in the Republican Party. He rose quickly in the political world of New York. He worked with many important leaders during this time.

Arthur's path to the presidency was very unexpected. In 1880, he was chosen as the vice president. He ran on a ticket with James A. Garfield. They won the election and started their work in March 1881. However, President Garfield was shot by an assassin. Garfield died 11 weeks later. This meant Arthur had to become the president. He took the oath of office to lead the nation. It was a very serious time for the country.

As president, Arthur made several major changes to the government. He signed the Pendleton Civil Service Reform Act in 1883.

They lived in several towns in Vermont and New York before settling in Schenectady, New York. Arthur was the fifth of nine children in his family. He grew up to be a student who enjoyed debating and joined the Phi Beta Kappa society at Union College.

After graduating from college in 1848, Arthur began a career in law.

He moved to New York City to study law under Erastus D. Culver. Arthur used his legal skills to fight for civil rights in important cases. In 1854, he represented Elizabeth Jennings Graham in a case regarding racial segregation on streetcars. His victory helped desegregate the streetcar lines in New York City. He also participated in legal efforts to challenge the legality of slavery in New York state.

Arthur's rise in politics was tied to the powerful New York Republican machine. He was a supporter of the Stalwart faction of the party. This group was led by Senator Roscoe Conkling. Arthur served as the Collector of the Port of New York after being appointed by President Ulysses S. Grant in 1871.

However, his political career faced a setback when President Rutherford B. Hayes fired him in 1878. Hayes wanted to reform the patronage system, which was the way political leaders gave out jobs.

In the 1880 election, the Republican Party faced a split between the Stalwarts and the Half-Breed faction. To create a compromise, the party nominated James A. Garfield for president and Arthur for vice president. They won the election and took office in March 1881. Only four months into the term, President Garfield was shot by an assassin. Garfield died 11 weeks later, which led to Arthur taking the oath of office as president. This sudden transition placed a former political operative in the highest office in the land.

As president, Arthur surprised many people by supporting civil service reform. In 1883, he signed the Pendleton Civil Service Reform Act.

This law ended the "spoils system," where government jobs were given as rewards for political loyalty. The act established that federal jobs should be awarded based on merit. Arthur also oversaw the largest expansion of the United States Navy to that date.

His administration helped modernize the fleet for future use.

Arthur also managed difficult issues regarding immigration and the economy. He dealt with the Chinese Exclusion Act of 1882. While he originally vetoed a version of the act, he eventually signed a second version that included a ten-year ban on Chinese immigrants.

He also worked on the Tariff of 1883 to try to reduce taxes on imported goods. Despite these actions, he faced criticism for not using the federal budget surplus that had grown since the Civil War. His presidency was marked by these various legislative and administrative challenges.

Arthur's health began to fail during his time in office. Because of this, he did not try to run for the Republican nomination in 1884. He retired at the end of his term in 1885. He remains the most recent president who did not contest an election as his party's nominee. Although his administration was less active than modern presidencies, he was praised by many for his steady leadership. He is buried at the Albany Rural Cemetery.
