Chen's political journey began with his education in law and politics.
In 1909, Chen was elected to the Guangdong Provincial Assembly. He became a leading voice for progressive changes in the province. One of his major successes was the total ban on gambling. This was achieved through public pressure and political negotiation. He also fought against Manchu privilege to ensure equality under the law. Chen advocated for social improvements like girls' schools and elected school boards. He even pushed for the elimination of summary executions. These efforts aimed to create a more just and modern legal system.
Chen played a pivotal role in the Xinhai Revolution of 1911.
Despite his successes, Chen faced many political challenges and periods of exile. In 1913, he attempted to resist the growing power of Yuan Shikai. This led to a conflict known as the Second Revolution. Chen was forced to flee to Malaysia and Singapore after his troops were defeated. He later returned to China to fight against Yuan's supporters in the National Protection War. He also participated in the Constitutional Protection Movement starting in 1917. During these years, he worked closely with other leaders like Sun Yat-sen. However, their fundamental disagreements about how to govern China began to grow.
The most significant turning point in Chen's career was his break with Sun Yat-sen.
After his defeat by forces backed by Soviet arms, Chen moved to British Hong Kong. He spent his final years there as a political advocate. He co-founded the China Zhi Gong Party while in exile. Chen continued to argue for a federalist approach to Chinese governance until his death in 1933.
