Garnier’s final submission was chosen on May 29, 1861, because of its superior plans and monumental facades.
Building the Palais Garnier was a complex engineering challenge that lasted fourteen years. Construction began in the summer of 1861, but workers immediately faced a major problem. They discovered an underground stream that made the ground too unstable for a foundation. It took eight months of constant pumping to remove the water from the site. To solve this, Garnier designed a foundation using double-walled, bitumen-sealed cement and concrete. This specialized structure was strong enough to withstand any leaks. Interestingly, the water left behind in the area was used for the hydraulic stage machinery located in the fifth cellar.
The project also faced political interruptions that delayed its completion. The defeat of the French army at the Battle of Sedan in 1870 ended the Second Empire. His diverse portfolio includes the Nice Astronomical Observatory, which he worked on with engineer Gustave Eiffel. He even designed buildings in Spain, such as the Palacio Recreo de las cadenas. 
Garnier’s legacy is preserved through both his buildings and public honors. He retired from private practice in 1896 but remained active in architectural juries. He passed away in Paris in August 1898 after suffering two strokes. To honor his contributions, a public monument was erected near the Palais Garnier in 1902. This monument features a large granite pedestal and a bust of the architect. His work continues to stand as a testament to the era of grand, functional, and beautiful urban design.
