The city is the headquarters of the Bhavnagar district. It is also the fifth most populated city in the state of Gujarat.

The history of the city is tied to the Gohil Rajput clan. This family belonged to the Suryavanshi clan. Long ago, they moved to the coastal areas of Gujarat. They established three different capitals, including Sihor. However, Sihor faced frequent raids by outside forces. In 1722 and 1723, forces led by Khanthaji Kadani and Maratha Pilaji Gaekwad attempted to attack Sihor.

To solve these security problems, Bhavsinhji Gohil founded a new capital in 1723. He chose a strategic location near Vadva village, about 20 km away from Sihor. He named the new city Bhavnagar after himself. This site was chosen because it offered great potential for maritime trade. The city became the capital of the Bhavnagar State. This state was often called Gohilwad, which means the "Land of the Gohils."

Bhavnagar grew rapidly through its connections to the sea. For nearly two centuries, it served as a major port. The city traded goods with distant places like Mozambique, Zanzibar, Singapore, and the Persian Gulf. Bhavsinhji even made agreements to share revenue with the Siddis of Janjira and later with the British. The state's territory expanded under his grandson, Vakhatsinhji Gohil. Vakhatsinhji conquered several forts, including Chital and Talaja. He also took control of lands from the Kolis and Kathis.

The city also showed great independence in its development. In the late 19th century, the Bhavnagar State Railway was built. It was the first state to construct its own railway without help from the central government. The city was also a leader in modern infrastructure. It was one of the first towns in Gujarat to use underground drainage. It was also among the first to have a water filtration plant.
