World War I changed the direction of his work. Toynbee could not serve in the military due to dysentery. Instead, he worked for the British Foreign Office intelligence department. He investigated atrocities committed by the Ottoman Empire against Armenians. In 1919, he served as a delegate at the Paris Peace Conference. During this time, he helped shape the Treaty of Sèvres. He also witnessed the formation of Chatham House. This institution was created to study international affairs scientifically.
Toynbee became a major figure at Chatham House. He served as the Director of Studies from 1929 to 1956.

In the United States, the impact of his work was significant. By 1955, more than 7,000 sets of the ten-volume edition had been sold.
