Anwar attended several schools, including the prestigious Malay College Kuala Kangsar. He later earned a bachelor's degree in Malay Studies from the University of Malaya. During his student years, he was a very active leader. He served as president of the National Union of Malaysian Muslim Students. He also co-founded the Muslim Youth Movement of Malaysia (ABIM) in 1971. 
Anwar joined the United Malays National Organisation (UMNO) in 1982. This party was part of the long-ruling Barisan Nasional coalition. He was elected as the Member of Parliament for Permatang Pauh that same year. His rise through the government was very rapid. He served as Minister of Culture, Youth and Sports in 1983. He then became Minister of Agriculture in 1984. In 1986, he became the Minister of Education. During this time, he changed the national language's name to Bahasa Melayu. By 1991, he was appointed Minister of Finance. In 1993, he became the 7th deputy prime minister under Prime Minister Mahathir Mohamad.
In 1997, the Asian financial crisis caused great economic instability. 
In 1998, Mahathir Mohamad removed Anwar from all his government posts. This led Anwar to lead the Reformasi movement against the government. Anwar faced serious legal challenges during this period. He was jailed in April 1999 on charges of corruption and sodomy. He was released in 2004 after his conviction was overturned. In 2014, he attempted to become the Menteri Besar of Selangor. This caused a political crisis and led to a second prison sentence in 2015. 
Significant changes occurred for Anwar in 2018. While he was still in prison, the Pakatan Harapan coalition won the general election. King Muhammad V granted Anwar a royal pardon. He was released from prison in May 2018. 
Anwar's leadership involves complex social and regional issues. He has moved from supporting affirmative action for Malays to calling for need-based support. He criticizes the concept of Ketuanan Melayu. As the ASEAN chairman since January 2025, he has worked on regional peace. He helped facilitate a ceasefire between Thailand and Cambodia. This addressed a long-standing border dispute through diplomacy.
