Much of the power behind the presidency was held by Vladimiro Montesinos, the head of the National Intelligence Service (SIN).
Fujimori's presidency ended amidst widespread allegations of corruption and crimes against humanity. After being elected to a controversial third term in 2000, the government faced mounting pressure. Fujimori eventually fled to Japan, where he was a citizen. He sent his presidential resignation to Peru via fax. However, the Peruvian Congress refused to accept it. Instead, they voted to remove him from office. They declared him "permanently morally disabled." This meant they believed he was no longer fit to lead the country due to his actions.
Legal battles followed Fujimori for many years. Peru requested his extradition from Japan, but the Japanese government refused. This was because Japanese laws generally prevent the extradition of its own citizens. In 2005, Fujimori was arrested while visiting Santiago, Chile. He was then extradited to Lima to face criminal charges. In 2007, he was sentenced to 25 years in prison.
