In 2017, he merged his group with others to form Hay'at Tahrir al-Sham, or HTS. He also helped run the Syrian Salvation Government in Idlib. In late 2024, a major military shift occurred. Al-Sharaa launched an 11-day offensive against the government of Bashar al-Assad.

Al-Sharaa is currently leading a five-year transition period. He signed a constitutional declaration to establish this timeline. This plan uses Islamic jurisprudence as the main source of legislation. He is also working to hold future elections. His government continues to manage the balance between religious law and state building. He has also expressed opposition to Iranian influence in the region.
