In 2011, a major uprising occurred in Yemen. During this time, President Saleh underwent medical treatment in Saudi Arabia. From June 4 to September 23, 2011, Hadi served as the Acting President. Later, on November 23, he became Acting President again. This happened after Saleh moved into a non-active role. Saleh was granted immunity from prosecution during this transition.

Hadi officially became the president through a unique election process. On February 21, 2012, he was the sole consensus candidate.

Many political factions backed his candidacy. The Houthis and Southern Secessionists boycotted this election. The Electoral Commission reported that 65 percent of registered voters participated. Hadi won with 100 percent of the vote. He took his oath in parliament on February 25, 2012. He was formally inaugurated on February 27, 2012. This marked the moment Saleh formally ceded power to him.

As president, Hadi worked to reorganize the nation's systems. In December 2012, he issued a decree to unify the military. He reorganized the armed forces into five main branches. These included the Air Force and the Army. He also created the Navy and Coastal Defense. Other branches were the Border Troops and the Strategic Reserve Forces.
